New think tank initiative to advance policy research and Track II diplomacy on India’s role in global affairs
Mumbai, Maharashtra — August 17, 2026 — The ChangeMakers Magazine (ISSN 2583-1844; RNI No. MAHENG/2021/79911) today announced the constitution of the Council for International Relations & Diplomacy (CIRD), a new think tank and Track II platform dedicated to policy research on statecraft, geopolitics, and geo-economics.
CIRD extends the Magazine’s long-standing mandate in accountability journalism and constitutional advocacy into the domain of foreign policy analysis, positioning the publication as an emerging node in India’s think tank ecosystem at a time of deepening engagement with global institutions.
“As India’s footprint in trade negotiations, arbitration forums, and multilateral partnerships continues to grow, there is a real need for independent, legally literate analysis of these developments — analysis that neither oversimplifies statecraft nor reduces it to partisan framing,” said the Editor-in-Chief’s Office of The ChangeMakers Magazine. “CIRD is our answer to that gap.”
Mandate
The Council’s research agenda will span international law and arbitration, diplomacy and consular affairs, global governance and human rights, geo-economics and regulatory diplomacy, strategic studies, and Track II and Track 1.5 diplomacy — convening dialogues among practitioners, scholars, and civil society across jurisdictions.
Structure
CIRD will operate as a think tank and advisory body within the Magazine’s editorial architecture, comprising an Advisory Panel of career diplomats, retired foreign service officers, and international law practitioners; issue-specific Research and Working Groups; and a Correspondents and Fellows Network reporting from diplomatic missions and multilateral forums.
Engagement
The Council is inviting career diplomats, international law and arbitration practitioners, foreign policy scholars, and partner institutions to contribute to its research agenda, join its Advisory Panel, or explore joint roundtables and co-published policy briefs.
