BHIWANDI, April 2026 โ The ChangeMakers has initiated a formal editorial inquiry into what its investigative desk is calling a “TDR-Nexus” โ a suspected coordinated arrangement between a section of empanelled architects and municipal engineers within the Bhiwandi-Nizampur City Municipal Corporation (BNCMC), allegedly used to inflate and irregularly process Transferable Development Rights (TDR) certificates.
In a formal editorial inquiry dated April 13, 2026 (Ref: TCM/PRESS/VIG-09/2026), addressed to the Public Relations Officer and the Commissioner, BNCMC, this publication set out preliminary findings gathered by its advisory team over recent months. Copies were marked to the Secretary, Information & Public Relations Department, Government of Maharashtra; the Central Vigilance Commission, New Delhi; and the Urban Development Department, Mantralaya, Mumbai โ placing the matter on record before state and central oversight bodies even as the corporation was invited to respond.
What the Inquiry Alleges
The ChangeMakers’ letter outlines three specific patterns said to underlie the irregularities in the Building Proposal (BP) and Development Plan (DP) departments:
- Fabricated Survey Data โ the intentional inflation of plot areas in survey documents to generate TDR entitlements beyond what genuine land parameters would allow.
- Procedural Malfeasance โ a two-track system in which “high-value” files are processed with unusual speed, while applications from ordinary citizens remain pending for months without explanation.
- Institutional Collusion โ the apparent absence of mandatory physical verification of land surrenders prior to the issuance of Development Rights Certificates (DRCs), a lapse that, if confirmed, would strike at the integrity of the TDR issuance process itself.
The Questions Put to the Administration
In the interest of what the publication describes as fair and accountable journalism, three specific questions were posed to the Commissioner’s office ahead of publication:
- How many TDR certificates issued in the preceding 24 months have been subjected to a secondary physical audit?
- What steps has the BNCMC taken to verify the professional ethics of architects who have consistently submitted skewed area calculations?
- Are there any pending departmental inquiries against BP/DP engineers arising from TDR-related complaints?
The corporation was given 15 working days to respond with an official version of events or details of any corrective measures already underway. The inquiry states plainly that a failure to respond within this window will be read as an inability to defend against the allegations โ and reported as such.
Acknowledged, Not Yet Answered
BNCMC’s correspondence branch (เคเคฐเคจเคฟเคถเฅ เคตเคฟเคญเคพเค) formally received and stamped the inquiry on April 13, 2026, confirming it is now on the administrative record. As of this report, no substantive response addressing the three questions has been received from the Commissioner’s office.
The ChangeMakers Publication’s Position
The letter was signed by Adv. Ameerul Hasan Sayyed, Editor-in-Chief of The ChangeMakers Magazine and Advocate, Bombay High Court, alongside Mr. Firoz Alam Chaudhary, Bureau ChiefโBhiwandi.
“As a publication dedicated to the ChangeMakers of society and the protection of public interest, we believe the current state of affairs in BNCMC’s technical departments constitutes a major scandal that undermines the urban development of Bhiwandi,” the inquiry states.
